Singapore/Seoul - TÜV SÜD, a globally recognised quality and safety testing, certification, consulting and training organization, has recently acquired KOCEN Consulting & Services.KOCEN is a leading engineering service provider for the nuclear energy sector. With this move, TÜV SÜD has strengthened its capabilities to support the development and expansion of the Korean nuclear energy industry to overseas markets such as China, India, Middle East and Europe, leveraging on the combined expertise, experience and global network of the two entities. This latest development is part of TÜV SÜD's strategic intent to intensify its presence in the nuclear energy sector, following the acquisition of the former GNEC in October 2009.

"The services of KOCEN Consulting & Services complements TÜV SÜD's service portfolio. Most importantly, it is in line with our strategic goals of further strengthening our activities in Asia and intensifying our involvement in the energy sector", notes Mr Ishan Palit, CEO and President of TÜV SÜD Asia Pacific. "The integration of KOCEN into the TÜV SÜD Group enables us to bundle the know-how and the experience of German, English and Korean specialists and offer our international expertise to support the Korean energy industry."

"We are expecting to encourage and support the export of Korean nuclear power plant industry to overseas markets, in line with invigorating the domestic nuclear energy industry as well," says Dr. Josef Kim, CEO of TÜV SÜD Korea. The Korean service provider, established in December 1998, specializes in engineering services for the energy and nuclear energy sector, focusing on quality assurance during construction, quality control and document management. The company's key accounts include KEPCO Engineering & Construction Company, Inc. (KEPCO E&C), Korea Hydro and Nuclear Power (KHNP) as well as various manufacturers and service providers in the energy sector.

According to the World Nuclear Association, Asia is the main region in the world where electricity generating capacity, specifically nuclear power, is growing significantly. Much of the growth in the nuclear power sector is expected in China, Japan, Korea and India. In particular, China and India plan to build 35 and 20 nuclear power plants respectively, and Korea intends to increase capacity from 20 to 35 power plants by 2030. Apart from domestic development plans, Korea, one of the innovative leaders in the field of clean energy technologies, intends to become one of world's top suppliers of nuclear power plants and components. "Korea has set an ambitious plan to grow and expand its nuclear energy industry, with a goal of exporting 80 nuclear reactors by the end of 2030. I firmly believe that, with this strategic move, TÜV SÜD will be able to help Korea achieve this target", explains Mr Palit.

September 2010,TÜV SÜD Group has issued the Asia's first "SIL 4" functional safety certificate (the highest risk reduction level) for the next generation type brake system "IERV", the equipment on rolling stock, to Mitsubishi Electric/Itami Works and Wabtec Passenger Transit (HQ in U.S.).

In the past several years, the NEWS about the development plans of high-speed railway and metro networks in several countries is often shown on the several media reflecting the world-wide spreading the trend of "Modal Shift" based on the global environmental issues and considerations.
To enter the global railway market, the manufacturers always need to consider about "Safety regulations and standards" for its acceptance. The safety-related standardization activities in several industries have been very active recently including the railway industry mainly driven by Europe. In these standards, it is commonly recognized "the most difficult one is "Functional Safety"".
Especially in Asia, this standard has been adopted recently and several manufacturers started to face many difficulties of its interpretation also in Japan.

Both of Mitsubishi Electric and Wabtec Coproration was also no exception.
Several years have been spent on this big project for the design change, documentation exchanges, meeting, on-site assessment, testing and audit, etc....

However, they finally received the ticket for global railway market from TÜV SÜD based on their efforts and achieved this goal right before the world-largest railway exhibition "Innotrans(http://www.innotrans.com/)" taken place in Berlin from 21st Sep. 2010 which both companies are joining with this product.

TÜV SÜD Group has several experiences of evaluating the railway-related products representing Taiwan Shinkansen, Turkish High Speed Railway sytem, etc. however, this project is the Asia's first SIL certification for the equipment on rolling stock.

Munich/Cape Town. TÜV SÜD is entering the vehicle inspection market in South Africa and has acquired a shareholding in AVTS Roadworthy Stations. Dr Axel Stepken, CEO and President of TÜV SÜD AG, has now signed the contract with Ferose Oaten, Managing Director and founder of AVTS. TÜV SÜD has also founded a legal entity in South Africa, TUV SUD South Africa Holding.

"After our activities in important European countries such as Spain, France and Austria and the successful establishment of vehicle roadworthiness testing in Turkey, our market entry in South Africa marks another significant step in our strategy to expand a core service such as roadworthiness testing at international level", explains Dr.-Ing. Axel Stepken, CEO and President of TÜV SÜD AG. Stepken continues: "In AVTS we have found a strong partner for consistent growth in Africa's most interesting market."

The company operates seven vehicle inspection centres which carry out approx. 65,000 roadworthiness tests including re-tests per year in high-growth, relatively affluent Greater Cape Town, and holds a market share of around 20 per cent there. Over the next five years, TÜV SÜD and its South African partner plan to significantly expand their market share to 20 per cent nationwide: "The highly professional management by Ms Oaten and the excellent technological standard at its inspection stations make AVTS the ideal partner for TÜV SÜD", underlines Viktor F. Metz, CFO TÜV SÜD Auto Service GmbH.

AVTS was one of the first privately-owned companies to enter the South African vehicle testing market 17 years ago. It is a founding member of the National Vehicle Testing Association, which plays a leading role in the definition and establishment of additional accreditation requirements for vehicle testing and inspection. Ferose Oaten is convinced that the two partners will complement each other perfectly as both companies have an unwavering commitment to quality and testing integrity. While AVTS is the only group of testing and inspection stations in South Africa to hold ISO 9000 certification and is firmly established on the market, TÜV SÜD, as an internationally leading supplier of roadworthiness testing, will contribute knowledge and experience to the partnership.

TÜV SÜD's activities must also be seen against the backdrop of the impending reform of vehicle inspection in South Africa. While at present privately owned vehicles must only be inspected if they are sold, i.e. in the event of a change in ownership, the political sector has been debating the introduction of periodic roadworthiness testing. For the vehicle inspection market in South Africa, which is characterized by above-average growth, this reform offers extremely interesting future perspectives: After such a reform, the number of vehicles inspected annually - around 2.4 million at present - would roughly double within three to four years.
Parallel to acquiring a shareholding in AVTS, TÜV SÜD founded TÜV SÜD South Africa Holding. The purpose of the TÜV SÜD subsidiary, headquartered in Cape Town, is to launch and position all TÜV SÜD services in South Africa. Managing Director of TUV SUD South Africa Holding is Norman van Oudtshoorn.

Mumbai. From Munich to Mumbai, service quality, customer focus and cost-awareness are the drivers of sustainable business success for IT service providers. The Best Practice Framework ITIL® and certification according to ISO/IEC 20000 have now developed into global industry standards. TÜV SÜD Academy now also offers these certifications of persons in India, thus enabling companies operating at global level to ensure uniform training and quality standards for their IT professionals. Employees, in turn, benefit from the fact that their certificates are becoming increasingly firmly established at both Asia-Pacific and global level. These certificates form the foundation for building an international career in the IT sector.

From Dortmund to Delhi, IT forms the basis of central business processes and is therefore at the centre of every business strategy - today more than ever. Nowadays, IT plays a critical part in the achievement of corporate objectives. Given this, the safety, availability and reliability of IT services are indispensable. For IT professionals, whether operating in separate companies or in IT units of multinationals, this in turn means that service quality, customer focus and cost-awareness are the drivers of success. Important guides in this context are the IT Infrastructure Library (ITIL) and the ISO/IEC 20000 standard for IT Service Management (ITSM).

TÜV SÜD Academy has been certifying IT professionals in accordance with these de facto industry standards for years and is now set to expand its service offer to the Asia-Pacific region. The first step of its expansion is India. "India has developed into a major market for IT services, and many of the companies which are also represented in Asia request global uniformity in training and examination standards for their staff", explains Kai Probst, CEO of TÜV SÜD Academy. TÜV SÜD Academy is happy to satisfy this demand with an appropriate portfolio of services in India. TÜV SÜD is already represented at numerous locations and with a host of services in the Asia-Pacific region. "Our global network of locations enables us to offer our clients certification in accordance with globally uniform standards, and thus clear value-added", continues Probst. In India, TÜV SÜD is represented today at 12 locations employing around 800 staff. Certification as per ITIL and ITSM will be offered with immediate effect at all locations for example in Mumbai, Bangalore, Chennai and Delhi.

With respect to the certification of IT professionals as per ITIL, TÜV SÜD Academy is one of only nine organizations worldwide with accreditation to provide this service. The IT Infrastructure Library (ITIL) is a framework of best practice approaches from all over the world that have been collected and made accessible to everybody, i.e. a virtual library used by IT specialists from around the world. In the current ITIL Version 3, the Service Strategy, Service Design, Service Transition, Service Operation and Continual Service Improvement modules reflect the "lifecycle of services" which is the basis of the new library. ITIL defines the organizational framework, while supplying exact rules of conduct for IT specialists. A "walk" through this library provides clear insights into the processes, structures and interrelations of individual services. The Certification Body for Persons of TÜV SÜD Academy organizes and holds examinations as per ITIL versions 2 and 3. The modular system provides qualifications up to the level of ITIL Master. The qualification and examination system is flexible and also offers upgrades from version 2 to version 3, for example.

TÜV SÜD Academy also organizes certification of persons according to ISO/IEC 20000, the relevant international standard for IT Service Management (ITSM). ITSM qualification covers management, processes and results at the customer's organization - on an international and standardized basis. Training and certification are offered up to the level of Executive Consultant/Manager or Executive Auditor in ITSM as per ISO/IEC 20000.

"Today, IT without ITIL and the ISO 20000 standard is unimaginable. Individuals furnishing proof of certification in this area demonstrate thorough familiarity with the relevant international standards", says Renate Eberle, Head of the Certification Body for Persons of TÜV SÜD Academy. The holders of these certificates benefit not least from the internationally renowned TÜV SÜD brand and, through their appropriate qualifications, can lay the cornerstone for an international career in the IT sector. TÜV SÜD Academy has long-standing experience in the certification of IT professionals as per ITIL and ISO/IEC 20000. It is now expanding its service offer to India, with further countries in the Asia-Pacific region to follow. "Through this step, we demonstrate the international significance of this standard in close proximity to our clients", notes Renate Eberle.
Munich. Despite the global financial and economic crisis, TÜV SÜD succeeded in significantly increasing its revenue in 2009. The revenue of the international service group rose by 4.5 per cent to EUR 1.427 billion, while the consolidated income before taxes remained almost at the previous year's level at EUR 101 million. The number of employees throughout the world rose by almost 500, to 14,635. In fiscal 2010, the service group expects further growth, fuelled in particular by the acquisition of companies.

"We have succeeded in further consolidating our position in our key domestic market in Germany, in growing in our core competency areas at international level and in positioning ourselves proactively in three innovative fields of the future: e-mobility, renewable energies and energy efficiency", noted

Dr Axel Stepken, CEO and President of TÜV SÜD AG, at the company's annual balance sheet press conference in Munich. All three strategic business segments contributed to the company's positive economic development in the past business year. The strongest performer was the Europe region (including the Middle East and Turkey), which generated 83.9 per cent of total revenue, followed by the Asia-Pacific region at 10.5 per cent and the Americas region at 5.6 per cent. In 2010, TÜV SÜD has noticeably stepped up the pace of inorganic growth. Its acquisition of Global Risk Consultants Corporation (GRC) in April marked one of the most significant acquisitions in the history of the service group. The US company, employing 350 staff in 14 countries, generated revenue of USD 55 million in 2009. "We made a successful start to the new year with the acquisition of GRC and further international acquisitions, and will keep up the pace", announced Stepken. In the medium term, the group plans to raise the share of total revenue generated abroad to 40 per cent.
Tokyo, Japan. TÜV SÜD Japan has been accredited to test contactless payment terminals by EMVCo. TÜV SÜD clients can now receive all testing required for Visa contactless terminal approvals as a one-stop service.

The introduction of chip cards replacing magnetic stripe cards has gained popularity world-wide. Now the focus shifts from chip cards with contacts, as easily recognized by the golden contact area on the credit card, to contactless chip cards. Contactless technology paves the way for putting payment applications not only into the form of conventional credit cards, but also into unique forms such as mobile phones, key fobs and miniature cards. TÜV SÜD Japan has foreseen this trend, and developed analogue and digital test services for contactless terminals over the last few years. TÜV SÜD's testing technology was thoroughly examined by EMVCo (owned by American Express, JCB, MasterCard and Visa) in order to achieve exactly the same results in all laboratories around the world.

Munich. The world's first dynamic crash tests of lithium-ion batteries for passenger cars were completed successfully on the TÜV SÜD test ground in Munich Allach. "The results will be used to develop and define the urgently needed safety and installation standards for lithium-ion batteries in electric vehicles", TÜV SÜD Chief Executive Officer and President Dr Axel Stepken comments the test series.

The crash tests were performed on the type of lithium-ion batteries used in the Mercedes S400 hybrid and the BMW 7 series and were aimed at determining the safety level of the installed batteries. Primarily, however, the test series were aimed at determining the load limits and the scenarios to be expected if a lithium-ion battery is damaged.

The safety of lithium-ion batteries is regarded as critical for the success of electric mobility. Their high energy density compared to that of conventional batteries make lithium-ion packs the logical solution for increasing the range of electric cars. All major auto makers plan to use lithium-ion batteries in both hybrid vehicles and electric cars. The problem is that so far, the question of how lithium-ion batteries perform in a dynamic crash has been largely unsolved. Neither battery installation nor crash-test requirements have been established in the form of a standard. Standards, however, are critical for auto and battery manufacturers on the one hand and consumers, fire brigades and rescue services on the other.

Given this, the crash series carried out by TÜV SÜD are primarily aimed at gaining basic findings: "We explore limits, examine what is feasible and, on this basis, try to determine safety standards for lithium-ion batteries which permit the maximum level of safety", emphasizes Richard Richter, TÜV SÜD specialist in charge of the crash test series.

To determine these limits, a customized high-precision impactor system was developed for the world's first dynamic crash tests with lithium-ion batteries. For the test, the high-voltage battery was mounted on a 110-tonne block of concrete. With the help of an ECV[1]carrier vehicle, an impactor with various impact bodies (cylinder, fork arm) and variable weight was then driven into the battery pack. The impactor consisted of a head piece and ballast weight and was guided on a carrier unit which in turn was fastened to a carrier vehicle. Shortly before impact, the impactor was decoupled from the carrier unit so that it crashed into the battery in free flight. This test arrangement allows speeds of over 55 km/h, weights of up to 500 kg and a resulting energy of almost 60 kJ. The first test series was performed at speeds of 18 to 29 kilometres per hour. The forces acting on the batteries thus roughly correspond to the level of a typical crash test but do not yet cover all possible accident scenarios. The result was positive: the serial-production batteries packed in a steel shell withstood the crash series. The deformation calculated on the basis of static tests proved almost identical to that determined in the actual dynamic tests. In the further course of the test series, crash tests were performed with the batteries packed into other materials than steel. In this case, the same test arrangement resulted in the expected differences. Another important finding: while a battery which had split in the crash leaked, leakage did not result in the feared explosion and/or fire. According to TÜV SÜD, the first tests demonstrated that lithium-ion batteries already offer a very high safety level but that further intensive efforts are needed to obtain proven results which can serve as a basis upon which to develop binding safety standards and must lead directly to crash-test procedures for hybrid and electric vehicles: "Our concern here as TÜV SÜD is to ensure the establishment of appropriate standards in a concerted effort with the manufacturers", underlines Dr Stepken.

Munich. The readers of British business magazine "Environmental Finance" have selected TÜV SÜD as best verifier of climate change projects under the Kyoto Protocol. Over the last eight years, the emissions trading experts have realized over 1,200 projects based on the Kyoto Protocol. In TÜV SÜD's view, to be successful a climate change agreement requires clear rules and reliable framework conditions for all parties involved.

"The fact that we were selected as best verifier is an important confirmation of the quality of our work", says Dr Peter Langer, CEO of TÜV SÜD Industrie Service GmbH. Over the last eight years, the emissions trading experts have realized well over 1,200 projects based on the Kyoto Protocol. As an impressive success story, 97.37 per cent of CDM projects accompaniedby TÜV SÜD were registered at the United Nations. "This success rate and the latest commendation by Environmental Finance are all the more important since the verifiers - the designated operational entities or DOEs - have increasingly come under criticism over the last year", says Langer, alluding to the temporary suspension of two major verifiers by the CDM Executive Board. "The suspensions caused considerable uncertainty in the industry, not only among verifiers but in particular among project initiators", emphasizes the TÜV SÜD representative. In the meantime, many initiators have diverted their investments into other less uncertain areas with lower risk factors, a trend that may cause persistent damage to the function of the Kyoto mechanisms and the mechanisms of any successor to the Kyoto Protocol.

The implementation of climate change projects in line with the Kyoto Protocol is based on the two project-related instruments, Joint Implementation (JI) for projects in developed countries, and Clean Development Mechanism (CDM) for projects in developing countries. "We were the first organization to be accredited for all 15 scopes of the CDM", reports Dr Sven Kolmetz, Head of Carbon Management Services at TÜV SÜD Industrie Service. "In the meantime, we have processed over 1,100 CDM projects and approximately 100 JI projects in all corners of the world - from hydropower projects in Asia to reforestation projects in Latin America.

We have used the experience we gained in these projects in the continuous development and specification of Kyoto mechanisms, and the CDM in particular." The emissions trading expert indeed sees demand for further review of the CDM, but believes that discussions of fundamental aspects of the system should not be carried out on the back of the verifiers alone. "To fulfil our task within the Kyoto system successfully, we need clear rules and reliable framework conditions", notes Dr Kolmetz.
